Why does water turn silver black?

I was in the shower with a silver necklace with a silver cross on. When I stepped out, I noticed that the sides of the cross had turned black and had a rough material to them, but the front and back of the cross is still silver.

What is the reason for this, and is there a way to make this black color or material disappear?

The black is silver oxide, which is the silver equivalent to iron’s rust. It is the same stuff as “tarnish”. Polish might be enough to rub it off.
